Take them off the wall, scrub them with soapy water and a firm bristle brush (such as you might clean a floor with), rinse them thoroghly and let dry. Normally a damp rag is ssufficient, but if there is a film over the surface you will havee to scrub it off. Good luck.
: I've been to a few pubs recently where they have chalk boards up that are just totally ruined as a result of the way they clean them. I don't know if they are using the same soap solution they use to clean their tables with, but whatever they wipe down the chalk boards with, is creating some sort of film over the board that makes writing on it impossible. Is there any way to restore the chalkboard to it's former usability without having to repaint it?
